Bulk modifying active directory items in windows 2003 or 2000

Question/Problem:

I would like to modify access to outlook web access for all my users to disabled. How can i modify this for all users at once? And is there a tool for this? Can it also reverse the order in which last and firstnames are displayed?

Yes, there is a tool for this called ADmodify(.NET) release by microsoft, it can be downloaded from this website:

Any changes are reversible, and are also automatically applied to new users!

You can use this tool for windows 2003 domains AND windows 2000 domains.
